In 1769, Col. Bernard Moore organized a “Slave Lottery” in which he advertised land and slaves as prizes. This was an unsuccessful venture, but it did raise money for various public projects.

Many people believed that lotteries were a hidden tax. In fact, Alexander Hamilton, a founding father of the United States, wrote that lotteries should be kept simple.

In the United States, the first state to offer a lottery was New Hampshire. This was followed by Georgia and Illinois. There are now 45 states that operate lotteries. In 2021, the Virgin Islands will join this list, along with Washington DC and Puerto Rico.
